Job Summary:

Under the direction of the DBF Reimbursement Administrator, this position will serve as an executive/senior project manager, working on a wide array of highly visible, priority projects for the Division and Agency. This position will plan, direct, coordinate and complete executive level activities as well as provide project management experience and expertise in order to ensure successful execution of the Agency's most challenging and comprehensive projects. This position will supervise and train staff and assist with project deliverables.

This position interfaces with the Director, Deputy Directors, and Assistant Directors as well as other senior leadership positions across the Agency and the Governor’s Office on a regular basis.

This position is available for remote work on a full-time basis within Arizona (including virtual office arrangements).

Major duties and responsibilities include, but are not limited to:
• Assist with FFS rate development activities and supplemental payments to ensure adequacy, appropriateness, accuracy, and compliance with state and federal requirements. Evaluate and analyze trends in claims and encounter data to inform projects and activities as well as develop reimbursement staff skills.
• Lead specific projects/project teams as assigned and obtain necessary data and staff support to achieve desired project objectives; assume responsibility for the effective use of government resources; work with key officials both with and outside the organization to gain understanding and support for the project.
• Monitor work status through formal and informal means to evaluate progress towards objectives; assess overall
effectiveness, efficiency and productivity of the organization; identify, diagnose, and consult on problem areas
related to implementation and goal achievement; and make decisions regarding alternative courses of action.
• Review staff recommendations on policies and other programmatic implications developed as part of project work; consider the potential impact on political, social, economic, technical, and administrative factors and advise the work groups/team and/or the Deputy Assistant Director and Assistant Director of possible concerns and considerations.
• Supervise Rates and Reimbursement staff.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• Rate setting methodologies for medical services.
• Comprehensive knowledge of federal and state laws and rules, regulations, and policies regarding provider reimbursement
• Federal regulations relating to Medicaid and Medicare.
• AHCCCS Programs, Rules, and Regulations.

• Agency Policies and Procedures.

Qualifications:

Minimum:
• Five years' experience in accounting or finance and management.
• Bachelor's degree in accounting, business, finance or related field (OR equivalent experience).

Preferred:
• Experience with financial analysis and provider rate setting.

• Experience with project management.
